Projected Description/Purpose of Role:

Project Description:

The IT Organization Development and Strategic Program is responsible for all aspects of IT project governance, assessment, management and control for the DEA Information systems Program Management (PMO) Office. Our client provides support in the development of organizational project plans and all Information Systems that support task areas which consist of developing, maintaining, and enhancing— to include but not limited to: PM Plans, Communication plans, and Risk Management Plans. The team will ensure the project is in alignment with the current DOJ Strategic Plans, DEA specific Strategic Plans, and federal/congressional plans and policies.

The Principal Consultant’ s work will include but is not limited 5-10 years of Required Federal Government experience in the following activities:

• IT Governance / Oversight

o Policy

o Mandates

o FISMA

o FITARA

o Project Feasibility

o Project Compliance (standards, methods, artifacts)

o Performance Metrics

o Organizational Development

o Organization / Project surveys (as-is analysis, requirement fit analysis, satisfaction assessment)

• IT Investment Management

o Review IT Investments

o Knowledge or familiarity with Federal Governance processes i.e. Capital Planning and Investment Control (CPIC)

o OMB 300 – development, OMB 53

Required Qualifications

• Bachelor’ s Degree (BS/BA in Computer Science, Information Systems, Engineering, Business, Physical Science, or other technology)

• Minimum 5 years of relevant IT Portfolio Management experience.

• Minimum 5 years analyzing management, business and technical issues related to program management and information systems

• Minimum 5 years providing guidance to the business implications of various systems

• Minimum 5 years collaborating on feasibility studies and systems planning

• Minimum 5 years assisting in formulating systems scope and objectives

• Minimum 5 years devising and/or modifying procedures for managing complex programs

• Must have a minimum of Secret Clearance

• Flexibility as well as the ability to work in a collaborative team environment.

• Exceptional organizational skills with the ability to coordinate multiple work streams, multi-task and work well under tight deadlines

• Strong interpersonal skills and proven experience in building partnerships with business and technical stakeholders as applicable

• Self-starter with ability to perform and work independently.
